This is a cedar-apple rust fungus (кедрово-яблочный гниющий гриб). Just photographed it after rain pouring down all the night. After rain, the fungus turns orange and shows its swollen spore-bearing horns. Before rain, while it grows, it looks like a coronavirus, a ball reddish-brown cones with spikes (see the photograph in comments). The botanic name is Gymnosporangium juniperi-virginianae
